God could not create anything unless He created it good.  It would be inconsistent with the supreme goodness of His nature to create only murderous, ravenous, injurious creatures and to have created a bedlam rather than a world.  A mere heap of confusion would have been as inconsistent with His divine goodness as with His divine wisdom.
